Context

ADR-0107 specifies test-lint-fixer design but its dispatch point (agent-mediated lint fix loop) doesn't exist in the current map. Decide whether to build it after #368 and #369 reveal how much non-mechanical test debt remains. Note ADR-0107 was never built during the ADR-0108 rebuild—defer final build decision until lint calibration is complete.

VERDICT: CREATE — gated decision with real provenance (Accepted ADR-0107 + observed production gap 2026-08-15: lint-fixer correctly refused a test file in the #405 run, ad-hoc general-purpose agent covered it). Scope stays decision-only: build/no-build after #368/#369. Human-owned.

Expected: a test-lint-fixer agent (ADR-0107) handles lint offenses in test files. Actual: os-sdlc:lint-fixer refused plugins/os-sdlc/tests/runner/artifact_run_reset_test.rb citing its never-edit-tests rule (correct behavior), and no test-lint-fixer agent is registered in sessions; an ad-hoc general-purpose sonnet agent did the fix. Incident shows the ADR-0107 gap is now being hit in real runs, not just on paper.
