os-sdlc: lint gate is bare repo-wide rubocop, unscoped to target #362

maps/default.yaml lint gate runs rubocop at repo root: in cc-os that is 3313 pre-existing offenses (eval fixtures, other plugins), so lint always escalates. Should scope to the target's lint config/paths (cf. ADR-0091/0100/0102). Found during ticket #351 (escalated 3 times, all skipped after scoped manual lint).

Done: Lint gate scoped to os-sdlc lint; Resumer escalation-row ordering fixed

Evidence: commit fa0985f on main; 871 tests pass incl. new map_loader + escalation ordering tests; scoped lint shows 23 pre-existing offenses vs 3,309 repo-wide
