What to build

The consolidated per-cop decision — fix tests, retune cop, or both — recorded on #369 so #370 (test-lint-fixer) can be scoped from it. Decision only: any agreed cop retuning or test fixing is captured as new tickets, not implemented here.

Decision comment on #369 naming the chosen path per cop
Follow-up work (retuning/test fixes) captured as new tickets or explicitly noted as none
No code changes in this ticket

Done: Consolidated calibration decision for both mined Sdlc cops: DuplicatedStatementSequence -> retune cop (exclude assert_/refute_ windows, drop dead SUGGESTED_EXTRACTIONS, keep WINDOW_SIZE=2, re-measure); RawFileContentAssertion -> no cop change, rubocop Exclude for the 5 document-renderer test files + fix the 6 real offenses

Evidence: Decision comment posted on #369; #370 scope narrowed to the 6 real RawFileContentAssertion lines plus post-retune Dry residual

Follow-ups: #380 retune Dry cop, #381 rubocop excludes, #382 os-vault eval check dedup — all created and labeled ready-for-agent
