Context

173 Lint/Syntax offenses (151 in bin/eval paths) look like fixtures or generated files being linted. Add Exclude entries to rubocop config, then run per-plugin rubocop -a as reviewable per-plugin commits. os-aidd-lint has 2,146 offenses / 1,697 autocorrectable; os-adr has 838 / ~640. Not pipeline-blocking since the gate is now scoped to os-sdlc lint.
