What to build

The #375 census found uncorrected debt outside the #373/#374 passes: plugins/cc-architect (100 offenses, 62 unsafe-correctable), root (75, 61), plugins/os-vault (43, 40). Run safe rubocop -a per area as separate reviewable commits, tests green; leave unsafe-only offenses for #383's review.

Safe-autocorrectable count is zero in cc-architect, root, os-vault
One commit per area, tests green

Blocked by

#379 (TargetRubyVersion) should land first to avoid chasing misparses.

Done: 3 commits (ee9da44 root, 38bc1cc cc-architect, 1c6b936 os-vault). Offenses cc-architect 100->9, root 84->14, os-vault 43->2. Tests green. refresh-plugins run.

Evidence: Commits ee9da44 (84->14), 38bc1cc (100->9), 1c6b936 (43->2); root tests 8 runs green, cc-architect 113 runs green, os-vault files ruby -c clean

Follow-ups: Residual 25 unsafe-only offenses + mode-flip check captured as ticket #387
