Work started via /loop build session (spec §7 ticket 2). TDD: validator test red first, then maps/poodr-implementation.yaml from blueprint §1.

Resolution

Done: Added plugins/os-sdlc/maps/poodr-implementation.yaml, a byte-for-byte copy of blueprint §1 (verified by diff against the blueprint's fenced YAML). Added tests/poodr_implementation_map_test.rb: entry node, 12 main-path edges, 7 bounded retry edges with bounds, error-node shape, verdict sources, terminals, and a load-without-error test proving all eight validator checks pass. TDD: red phase showed 7 ENOENT errors before the map existed.

Evidence: Commit 09ad247. Suite: 864 runs, 2162 assertions, 0 failures. Rubocop: no offenses on the new test file. No blueprint/validator conflict — no committee entry needed.

Follow-ups: Map agent: keys reference agents that do not exist yet — already covered by tickets #461-#465, not a new capture.
