Work started via /loop build session (spec §7 ticket 4). Converting seam-designer per blueprint §4.4; NO-WORKABLE-SEAM becomes verdict: fail with a reason item.

Resolution

Done: Converted agents/seam-designer.md to blueprint §4.4: read-only allowlist (Read, Glob, Grep — Write removed), stop-message YAML handoff with BEHAVIOR/SEAM/TEST/CONTRACT/UNKNOWN prefixes, NO-WORKABLE-SEAM sentinel replaced by verdict: fail plus a reason item, seam-decision.md artifact write removed. Rewrote tests/seam_designer_agent_test.rb to the new contract (old file asserted the old contract — updating it was the ticket itself); red phase: 9 failures against the unconverted agent.

Evidence: Commit 91fad6f. Suite: 885 runs, 2249 assertions, 0 failures. Rubocop clean. bin/refresh-plugins run. Grep confirms no stale seam-decision.md or NO-WORKABLE-SEAM references in lib/, skills/, agents/, or bin/ — only the new agent's prohibition line.

Follow-ups: Runner-fixture stale-reference concern from the build agent: dropped — grep across lib/skills/agents/bin finds zero stale references (ticket-skeptic verdict: no symptom, nothing to fix).
