What to build

The one scoped Runner change from the spec: brief assembly for the seam-designer→test-writer edge includes the seam-decision artifact's content, and the reviewer edge's brief names the artifact path so review can cite the decision. No other Runner/Engine changes — anything more is a spec violation to surface, not implement.

Acceptance criteria

test-writer's brief contains the decision artifact content when the artifact exists
Reviewer edge brief names the artifact path
Tests extend the existing brief-assembly prior art; full suite green

Resolution

Done: Brief assembly carries the seam decision forward: test-writer dispatch briefs embed seam-decision.md content when it exists; review dispatch briefs cite the artifact path unconditionally. Injection keyed off destination state per user decision (no seam-designer state exists in the map); artifact path single-owned by SeamDecision.path_for.

Evidence: Commit 86f5ecd on worktree-ticket-353. Pipeline: code-probe -> test-writer -> programmer -> lint -> review (round 1 REQUEST-CHANGES, round 2 APPROVE, verdict at .sdlc/tickets/353/verdict.md). Suite 853 runs / 0 failures; touched files lint clean under plugins/os-sdlc/.rubocop.yml.

Follow-ups: #367 (absent-artifact negative test + rationale-comment cleanup); repo-wide bare-rubocop lint gate already tracked as #362.
