docs: seed clutter-pattern inventory across 4 local repos (ticket #41)
Catalogs non-code process artifacts (graphify-out, handoffs, scratch-plans,
autoresearch runs, eval results, PRDs, ADR migration reports) across cc-os,
delta-refinery, hyperthrive_dev, and llf-schema, with proposed lifetimes
(keep-indefinitely / temporary / delete-once-served) and confidence levels
to seed a future clutter-management rulebook.
