Audit session fdee577b (2026-07-13) showed a red-green TDD loop over an already-settled fix list was treated as judgment-dependent and kept in the main loop instead of being delegated. Add wording to plugins/os-context/prompts/session-start/10-orchestration.md making a red-green TDD loop over an already-specified fix list a single delegable unit.
