Found during #354 (ADR-0116). When a ticket's behavior already exists (verification/composition-test tickets), red_assert_command (! test suite) can never pass: honest tests are green immediately. #354 required manually neutralizing the gate. The map or target config needs a sanctioned path for green-from-birth tickets (e.g. a skippable red gate or a verification ticket class). Related: #366.
