Context

Reviewer round-2 non-blocking note on #353: when the seam-decision artifact is missing, the test-writer brief silently omits the '## Seam decision' section — intentional per AC1's qualifier, but untested. Add the negative case to plugins/os-sdlc/tests/runner/ticket_flow_seam_decision_brief_test.rb. Also consider removing the SeamDecisionBrief rationale comment in lib/os_sdlc/runner/ticket_flow.rb per the no-state-comments policy.
