Per ADR-0046 (docs/adr/0046-ticket-readiness-labels-ready-for-agent-ready-for-human-replace-the-hitl-semi-afk-ready-autonomy-trio.md), the hitl/semi/afk-ready autonomy trio is retired in favor of two-state readiness: ready-for-agent/ready-for-human. Scope: update route/capture/list SKILL.md label lists (ten labels -> nine); create the two new labels and retire the three old ones on configured trackers; relabel existing open issues. Must be done before the next ticket-working session.

Migration complete (commit 538197c on main): plugin sources + openspec issue-state-labels spec updated to the nine-label taxonomy. Labels migrated on Forgejo cc-os/ops/llf-schema (created ready-for-human where missing, relabeled open issues, deleted hitl/semi/afk-ready). GitHub repos ensured (none had old labels to migrate). Note: ex-semi issues mapped to ready-for-human — review cc-os #66 and ops #1 (ops #1 is the recurring AI-run audit and may want ready-for-agent, but recurring issues are never AI-closed).
