ADR-0108 promises "one manual CLI call recovers a stalled pipeline" but only intake exists (runner.md line ~45). Build the recovery subcommand: inspect pipeline state, re-emit the pending dispatch or roll the wedge back. Depends on #328.

Done: Recovery CLI for stalled pipelines complete per ADR-0108's promise, via children #392-#398: Dispatch void!, Engine recovery_status/reemit/rollback on shared WedgeTarget with DispatchConsistency, recover CLI subcommand, ADR-0117

Evidence: Commits 7ee87df, 636ba1c, c814fec, eb061e9, 1ca4e62, 071958f + docs commit; full suite 911 runs 0 failures; rubocop clean; children all closed via protocol

Follow-ups: Rollback does not yet deactivate an active escalation row (noted in ADR-0117); #333 hook registration proceeds next via #399-#401
