Child of #332. Depends on 3-5/7. Add recover subcommand with --rollback flag to bin/os-sdlc-runner case statement, reusing build_engine/emit/extract_flag and exit-code conventions (0 / 3 on StandardError).

Done: recover subcommand added to bin/os-sdlc-runner beside intake/resume: bare recover = recovery_status inspection, --reemit and --rollback dispatch to Engine methods; unknown-subcommand text updated

Evidence: Commit 071958f; tests/runner/cli_recover_argument_test.rb; full suite 911 runs 0 failures; rubocop clean
