Child of #332. Read-only report: ticket state, pending dispatch (agent+brief_path), active escalation, via in_flight_tickets/Dispatch.pending_for/Escalation.fetch. Refuse multi-wedge shapes (2+ non-terminal tickets or 2+ pending rows) with a distinct message, preserving the totality rule.
Resolution
Done: Added Engine#recovery_status backed by RecoveryStatus collaborator (lib/os_sdlc/runner/recovery_status.rb): reports sole non-terminal ticket, pending dispatch, active escalation; refuses multi-wedge shapes (2+ tickets or 2+ pending dispatches) per the totality rule
