Judge::CLAUDE_MD_CHARTER_PATH (plugins/os-aidd-lint/lib/aidd_lint/tier2/judge.rb) is the ADR-0062 supplementary closed catalog for CLAUDE.md-class subjects (contradictory-rules, non-load-bearing-content), but nothing in production ever passes it as charter_path: — only tests reference it, and git history shows it never had a non-test caller. Result: CLAUDE.md subjects are judged against the general charter only; ADR-0062 coverage is unimplemented, not regressed. Fix direction: prepare/dispatch (bin/aidd-lint --tier2-prepare or skills/check) should select the charter per artifact class. Surfaced 2026-07-29 during the tier2 simplification (ADR-0078..0081).
Frozen in the 2026-08-16 backlog reset — see #419 for the expiry procedure. Do not work unless a live run rediscovers this issue.
