ADR-0062 added a supplementary Tier-2 charter for the CLAUDE.md artifact class (plugins/os-aidd-lint/references/tier2-claude-md-charter.md, both entries provisional) and Judge gained a charter_path: parameter (commit
77f00b0on worktree-lint-claude-md). But bin/aidd-lint --tier2 and the PostToolUse hook still only construct Judge.new(config) with the default charter — nothing selects the CLAUDE.md charter by artifact class or merges its results. The plan (plugins/os-aidd-lint/docs/plan-claude-md-rules.md) left this wiring open; the implementing agent deliberately did not invent a dispatch design (an earlier attempt to make tier2-judge-prompt.md charter-aware was reverted in1762e6bas an overreach on a live prompt asset). Related pre-existing gap: ADR-0060 notes the Tier-2 queue-drain trigger is also unbuilt. Design needed: how the runner picks a charter per subject file, and whether the charter's provisional entries need their validation study before wiring goes live.Frozen in the 2026-08-16 backlog reset — see #419 for the expiry procedure. Do not work unless a live run rediscovers this issue.
