Add a dochygiene-rules-present SessionStart check (repo-root .dochygiene-rules.json exists), following the adr-system-present pattern, with remediation wired into /os:fix. Design notes: decide between a new /os-doc-hygiene:init skill vs pointing remediation straight at /os-doc-hygiene:calibrate; calibrate is long-running (~10 min), so consider a dedicated calibrate agent dispatched in background/parallel to the other :fix remediations. Origin: 2026-07-15 session — no init/update flow triggers dh setup today (os-vault:onboard-project, os-backlog:route both silent on it too).
Migrated 2026-07-16 from Planka board cc-os, column Backlog (ADR-0042, change retire-planka-git-issues-only).
Frozen in the 2026-08-16 backlog reset — see #419 for the expiry procedure. Do not work unless a live run rediscovers this issue.
