os-status: doc-hygiene onboarding check + :fix remediation #68

Add a dochygiene-rules-present SessionStart check to plugins/os-status/hooks/checks.py (repo-root .dochygiene-rules.json exists), following the adr-system-present pattern, with remediation wired into /os-status:fix. Design notes: decide between a new /os-doc-hygiene:init skill vs pointing remediation straight at /os-doc-hygiene:calibrate; calibrate is long-running (~10 min), so consider a dedicated calibrate agent dispatched in background/parallel to the other :fix remediations. Origin: 2026-07-15 session — no init/update flow triggers dh setup today (os-status, os-vault:onboard-project, os-backlog:route all silent on it).

Migrated 2026-07-16 from Planka board cc-os, column Backlog (ADR-0042, change retire-planka-git-issues-only).
