ADR-024 expansion, ADR-023 ecosystem framing: notifications are cross-plugin cc-os infrastructure — any Claude Code session (or Hermes agent) on any machine can send a notification routed to whichever service fits (Discord, Telegram, Bark, Home Assistant, Gnome desktop, Zoom, Pushover). Skills over the Apprise gem/CLI; naming per cc-os-plugin-skill-naming-convention. Design pass first (hitl): notification etiquette must respect the pull-beats-push / notification-blindness policy — this is a capability, not a license to push.
