The test-writer gate is {{red_assert_command}} (per-target project.yaml), but the ADR-0052-compliant checker os-sdlc red-assert requires a legacy artifact.yml the SQLite runner never creates. Ticket #351 needed a hand-built bridge (one-off intake + ticket-scoped config, later reverted). Likely the #342 deferred-adapter gap.
