Context

Decision A (2026-08-14): worktree-start/close/worktree-finish Setup/Done steps were added to plugins/os-sdlc/skills/implement/SKILL.md as session-lifecycle prose, since the runner map has no non-agent step types yet. Long-term these belong in the runner's transition table/map so the stepper owns the full lifecycle (ADR-0097 posture). Requires new non-dispatch action types in lib/os_sdlc/runner/.
