Context

The cop's new pattern (added 2026-08-14) matches backticked plugin:agent dispatch names, but a namespaced name without backticks (e.g. 'dispatch os-sdlc:foo with ...') is still unmatched, so the agent-definition model: lookup never runs and a spurious advisory fires. Also worth settling while in there: the cop's charter (cc-architect references/layout/workflow-structure.md) states its scope as workflows/*.md, yet the cop applies only to SKILL.md artifacts — a documented scope mismatch.
