os-backlog: burn down the 12-offense rubocop baseline under its new .rubocop.yml [capture]

Context

Follow-up to #339. plugins/os-backlog/.rubocop.yml now gives bare rubocop a consistent answer: 12 offenses in 3 files, all Metrics/* — lib/backlog/issues.rb (1 ClassLength 136/100), tests/checkout_test.rb (7: ClassLength 140/100, ParameterLists 5/4, 5x MethodLength), tests/close_protocol_test.rb (4: ClassLength 136/100, 3x MethodLength). Fixing these was explicitly out of scope for #339. Suggested route: /os-sdlc:fix-lints from plugins/os-backlog/.
