Follow-up to #316. Checkout now stamps Agent: <CC_OS_AGENT_ID> into start comments, but nothing yet reads agent identity to skip issues claimed by another agent. Design and implement the consumer (wakeup-poll and/or checkout pre-claim check) that parses the claim comment and skips foreign claims.
