Persist select-target answer onto pre-existing sdlc artifacts #319

Context

Hit during the #317 implement run: when os-sdlc-workspace setup creates artifact.yml before intake runs, intake no-ops and artifact.target stays nil even after the select-target ask_human is answered via OS_SDLC_TARGET. Brief::ProjectConfig (plugins/os-sdlc/lib/os_sdlc/brief/project_config.rb) then degrades every dispatch brief to 'lib/test (default -- project-config unresolved)'. Required hand-editing target: into the artifact to proceed. Fix: the stepper should persist the resolved target when the select-target gate is satisfied, or intake should backfill target onto an existing artifact.

Superseded by architecture change: Brief::ProjectConfig (plugins/os-sdlc/lib/os_sdlc/brief/project_config.rb) no longer exists. Target resolution now lives in lib/os_sdlc/project_targets.rb with explicit OS_SDLC_TARGET threading, covered by tests/os_sdlc_target_threading_test.rb.
