Context

During the #261 implement run, shard-plan gave the programmer code_files of lib/backlog.rb and lib/backlog/template_validator.rb, while the real implementation surface was plugins/os-backlog/bin/os-backlog, lib/backlog/resolution.rb, and lib/backlog/issues.rb. Transitive discovery (#300) can't see dependencies of black-box tests that shell out to a bin/ CLI, so the programmer round produced zero edits and the wiring agent had to carry the whole implementation. shard-plan (plugins/os-sdlc) should include ticket-named files and/or bin entrypoints invoked by the tests.
