Context

Reviewer follow-up from #300: shard_plan_transitive_test.rb (TransitiveFixture) and the four new cases in shard_plan_test.rb (ShardPlanScenario) assert the same four scenarios through two separate fixture builders — an artifact of the multi-round pipeline. One of the two is redundant maintenance surface; consolidate into a single builder/file.
