During #297 the stepper emitted a 55-agent lint-fixer dispatch_parallel over 173 pre-existing offenses. User chose to skip; step --skip refused (no skippable ask_human), and shards had to be marked completed without dispatch. The lint phase needs a sanctioned skip/defer, or scoping to ticket-touched files.
