Context

Ticket-276 run: the stepper's disclose run strings carry only pre-templated --note placeholders (e.g. 'programmer shard summaries for ticket 276'), so recorded disclosures and downstream briefs (wiring) never contain the agents' actual disclosure text. dispatch has output_file for this; disclose steps need an equivalent (e.g. emit the disclose action with an input taken from the prior dispatch reply).
