Reviewer observation from #263: WorkspaceHostSetup#finish_setup takes four positional params and owns both gitignore bootstrapping and ticket seeding; it reaches back into Workspace.sdlc_dir / Workspace::GITIGNORE_CONTENT. Behavior-neutral today; worth a refactor if Workspace grows again.
