Migrated from jared/os-sdlc#37 (repo being retired).

During the 2026-07-31 jared/cc-os#197 run, 'os-sdlc-workspace setup 36' silently fetched jared/cc-os#36 (the invoking repo's origin) instead of the intended jared/os-sdlc#36 — same number, unrelated ticket. Workaround used: pre-fetch via tea and pass --ticket-file. Wanted: an explicit tracker/--repo flag (or preflight surfacing the resolved source) so a cross-repo ticket number can't silently bind to the wrong tracker. Related to jared/cc-os#197's preflight work.
