The new advisory cop missing-when-to-use (added in
8c7cf3c) flags 11 SKILL.md files across plugins/ that have no when_to_use frontmatter key. The 2026-07-31 invoked-by/trigger-phrasing sweep (4b16587) only added when_to_use where trigger phrasing already existed in the description; these 11 need theirs authored fresh. Run bin/aidd-lint ../ from plugins/os-aidd-lint to get the current list. Rationale: even user-invoked skills benefit — trigger clarity moves out of description, keeping description purpose-focused.Frozen in the 2026-08-16 backlog reset — see #419 for the expiry procedure. Do not work unless a live run rediscovers this issue.
