Tier 1 pipeline is markdown-Document-based; deterministic rules exist for manifests (plugin.json required/valid, marketplace name matches dir, source path exists, description match) per cc-architect references/layout/plugin-registration.md. Deferred from the 2026-07-30 skill-cop work; see ADR-0084 alternatives.
Frozen in the 2026-08-16 backlog reset — see #419 for the expiry procedure. Do not work unless a live run rediscovers this issue.
