CONTEXT: os-aidd-lint's Tier-2 eval harness (
plugins/os-aidd-lint/eval/bin/run --tier haiku) was run on 2026-07-26 as part of the change-control obligation for a charter edit. Its generalization fixture judgesplugins/os-sdlc/skills/mine-lints/SKILL.mdat current HEAD. It returned threeduplicated-authorityfindings against that file. These were reviewed by an independent external model (Codex, GPT-5.6 tier) and judged TRUE POSITIVES, not false positives and not a regression from the charter edit. Filing so they aren't lost.FINDINGS — all in
plugins/os-sdlc/skills/mine-lints/SKILL.md:references/reconcile-gate.md's "Already caught by an existing cop — excluded, no ticket". It is a paraphrase, not a pointer: it does not name the reference file.references/reconcile-gate.md's "never silently patch the cop" instruction, with added substance. plugins/os-sdlc/reference/lint-rule-ticket-template.mdexactly, including its pre-filing consistency check"), which remains correctly unflagged — it is a pointer. The charter's pointer-vs-paraphrase boundary held.PRESCRIBED FIX (from the charter's own duplicated-authority entry): pick one owner per rule and replace the other occurrence with a pointer, never a paraphrase. Codex's suggested compliant wording for lines 32-33: "Follow
references/reconcile-gate.mdfor already-caught findings and missed-cop handling."NOTE: this is a change to an os-sdlc skill file, dogfooded by os-aidd-lint. It is the first cross-plugin true-positive the Tier-2 judge has produced against a file that is not its own.
