os-sdlc: add Flay score column to lint burn-down table #123

Record the default-threshold (mass 16) flay total score as a fourth column at each bin/lint-worklist --checkpoint. Watch metric only, never a gate: extract-method remedies can raise it while rubocop counts fall. Must degrade gracefully (record '-') when the flay gem is not installed. Implement in tested Ruby in lib/os_sdlc/lint_worklist.rb per repo policy. Context: 2026-07-24 dup-sweep session (score 88 -> 38 after consolidating GitCapture into Git and extracting BaseAssert).
