Decided in the 2026-07-17 spec-and-ticket-layer grill (plugins/os-sdlc/reference/spec-and-ticket-layer.md): os-sdlc adapts Pocock's to-spec/to-tickets onto the os-backlog git-issues substrate. The globally installed to-prd skill (~/.claude/skills or marketplace) is the pre-rename predecessor of to-spec and would leave two competing spec-writers installed. Remove/retire it once os-sdlc's to-spec ships; check for other leftover old-named Pocock skills (to-issues) at the same time.

Correction: to-prd is not being retired. It remains the general-purpose PRD publisher for non-SDLC work. os-sdlc's /os-sdlc:to-spec is software-development specific and coexists with it.
