Context

On ticket #510 implementation 2 (2026-08-27), the os-sdlc code-probe node returned verdict:fail because the ticket's core behavior (the pb-mirror after_commit tickle) does not exist yet under plugins/os-sdlc/lib — but building it was the ticket's whole point. The map routed the fail edge to implementation_failed, killing the run before test-writer ever ran. Either the code-probe agent prompt needs a greenfield rule (absence of the to-be-built behavior is expected evidence, not a failing claim) or the poodr-implementation map's fail edge from code-probe is wrong for this case.

Ticket-skeptic VERDICT: CREATE — real design bug in code-probe/poodr-implementation map, observed in a complete run, blocking greenfield tickets systemically.
