Question
file-level rules only, or directory rules?
RESOLUTION: Rulebook matches paths/globs; a directory rule assigns a lifetime to everything beneath it and the scanner never opens those files individually. File-level rules override directory rules. Sampling in :calibrate proposes directory rules when sampled files agree.
