Slice

Promote the spec, ticket, and capture templates from os-sdlc's spec-and-ticket layer into plugins/os-backlog/references/templates/ (spec.md, ticket.md, capture.md); relink os-sdlc's spec-and-ticket-layer.md to reference them instead of inlining.

Acceptance criteria

  • Given the three template files exist under plugins/os-backlog/references/templates/, when os-sdlc's spec-and-ticket-layer.md is read, then it links to them and contains no inlined template bodies.
  • Given the capture template, when read, then it is exactly title + ## Context (per ADR-0093 / design doc §Templates).
  • Given the ticket template, when read, then it carries the sections the validator (#250 work item 3) will treat as required: slice, 3–7 given/when/then acceptance criteria, non-goals.
  • bin/refresh-plugins run after the edits.

Non-goals

No skill changes (separate tickets), no validator, no os-sdlc pipeline changes beyond the relink.

Done in commit d5f3694. Templates at plugins/os-backlog/references/templates/{spec,ticket,capture}.md; spec-and-ticket-layer.md relinked, no inlined bodies remain; capture is title + ## Context per ADR-0093; bin/refresh-plugins run. Closing (ready-for-agent, verified).
