What to build

Workspace tooling performs the post-agent housekeeping deterministically: chmod +x any new bin/ entrypoints created during a ticket, and clean generated tmp/ artifacts before the review diff is assembled.

Acceptance criteria

New bin/ entrypoints are executable without manual intervention
Generated tmp/ artifacts absent from the review diff
Tested at the workspace-tool subprocess boundary
